Preventive safety for events in Abu Dhabi sits with the Abu Dhabi Civil Defence Authority (ADCDA). Its Civil Protection Sector sets the prevention and safety requirements that apply across the emirate, applies engineering standards to the structures and materials used, and inspects on site. The requirements for temporary buildings are published: Abu Dhabi Guideline ADG 45/2024, Fire Safety Standards Requirements for Temporary Buildings, which the authority links from its own site and which covers tents, membrane structures, exit routes and emergency equipment.
Any event that brings in temporary structures or changes how a space is used — stages and rigging, marquees and tents, grandstands, exhibition build-ups, and outdoor setups on open ground. Indoor events in existing venues come into scope when the layout, occupancy or exit routes change.
Submissions are built around the layout: a site or floor plan showing where structures sit and how exits and access routes run, structural and material details for the temporary elements, the event programme and timings, and confirmations from the venue where the event is held at a licensed one.
What is assessed is the structure and the layout, not the event programme. The drawings are measured against Abu Dhabi's preventive safety requirements before build-up begins, questions raised during the review are answered as they come, and an inspection on site may follow once the setup is standing.
